Missouri cannabis bill tracking 2026

Each year, Greenway tracks cannabis-related legislation filed in the Missouri General Assembly, providing industry professionals, consumers and advocates with a centralized snapshot of bills that could impact marijuana, hemp, and intoxicating cannabinoid policy across the state.

As the 2026 legislative session approaches, lawmakers have prefiled a range of measures touching on criminal justice reform, marijuana facility licensing, public consumption, advertising, campus access for medical marijuana patients and the regulation of hemp and intoxicating cannabinoids.

Below is a running list of cannabis-related legislation filed to date. This article will be updated as additional bills are introduced or amended during the session.

Proposes a constitutional amendment relating to the advertising and promotion of marijuana sales.

HJR 106 (Overcast)
Proposes a constitutional amendment relating to products derived from cannabis plants.

HB 1634 (Overcast) Read Second Time 
Modifies the definition of commercial feed to include industrial hemp.

HB 1896 (Plank) Read Second Time 
Allows for early release for individuals serving sentences for marijuana-related offenses.

HB 1897 (Plank) Read Second Time 
Creates provisions relating to licenses for marijuana facilities.

HB 1898 (Plank) Read Second Time 
Requires publicly funded state colleges and universities to allow medical marijuana use on campus.
