DCR revises variance to support dispensary tracking

The Division of Cannabis Regulation has issued an updated department-initiated variance allowing dispensary licensees to add standard barcodes to final marijuana product packaging, provided that the barcode does not obscure or supplement any required information.

In a notice dated May 7, 2025, DCR announced modifications to 19 CSR 100-1.120(1)(C)2, building upon earlier variances issued on May 29 and October 18, 2024. The full notice is available here.

Under the revised variance, dispensary licensees may affix a barcode to the exterior of compliant marijuana product packaging. However, the barcode must not interfere with or cover any labeling elements required by DCR rules, nor may it introduce additional content.

According to DCR Deputy Director Erica Ziegler, the variance was granted for good cause under 19 CSR 100-1.020(1)(A), citing the need to support accurate inventory and seed-to-sale tracking.

“This modification provides dispensary licensees a mechanism to maintain accurate inventory and seed-to-sale tracking in compliance with rule,” Ziegler wrote.

The decision reinforces the division’s flexibility in responding to operational challenges while ensuring regulatory compliance and product integrity.
