DHSS corrects dispensary license award error

The Department of Health and Senior Services uploaded a revised dispensary award list on Monday, January 27. The new list corrects an error by denying a license awarded in error and includes one new approval.

An applicant group was mistakenly awarded 6 dispensary facility licenses – one more than the state’s cap. The freed up license was awarded by DHSS to LSL Management LLC at 14173 Manchester Road in Manchester. LSL Management was awarded three dispensary facility licenses total, all located in the St. Louis area (St. Peters, Ballwin, and Manchester). LSL was previously awarded a first-round cultivation facility license.

The Division’s general counsel, Amy Moore, told Greenway Magazine in an email that there was a clerical error.

“There was a clerical error in issuing licenses, and Grassroots was awarded 6 licenses instead of the 5 it is allowed to have under Article XIV,” Moore emailed Greenway. “We will correct the error and have already discussed this with Grassroots.”

The Thursday, January 23 list of awards included 6 awards for Grassroots Op Co MO. Grassroots applied for 8 dispensary facility licenses, one each in Ballwin, Columbia, Blue Springs, Independence, Gladstone, Branson, Joplin, and Springfield. They were initially awarded licenses for Ballwin, Blue Springs, Independence, Branson, Joplin, and Springfield.

With the revelation of the award given in error, the Department retroactively denied Grassroots Op Co MO’s award for the Ballwin site, located in the 2nd Congressional District. Both the original and newly awarded sites are on Manchester Road.

Dispensaries are limited at 5 facilities per applicant group by the State. The same applicant group may also have up to 3 cultivation and manufacturing licenses.
