DHSS releases draft rule revisions to allow curbside pickup at dispensaries

The Division of Cannabis Regulation (DCR) within the Missouri Department of Health and Senior Services (DHSS) has published a draft proposal that would allow curbside pickup at licensed cannabis dispensaries.

The proposed revisions to 19 CSR 100-1.180 are part of an early draft review and are not yet included in the formal rulemaking process. According to DHSS, the release is part of the department’s effort to gather feedback from licensees and the public before any formal filing.

If adopted, the amendment would permit dispensaries to dispense marijuana products curbside while maintaining existing requirements for inventory tracking and security. DHSS stated the goal of the change is to improve dispensary operations and enhance accessibility for medical marijuana patients, primary caregivers, and adult-use consumers, particularly those with mobility challenges.

Public comment on the draft will be accepted through Oct. 28. The proposed rule and online feedback form are available on the DHSS Pre-Rulemaking Feedback page.
