This week the Medical Marijuana Division released applications for a new position in the department. The Medical Marijuana Licensing Specialist position will review “all medical marijuana facility license applications, certifications, changes, and renewals,” and will conduct “a thorough and detailed review of facility applications and licensing activities.”

The depth of qualifications is palpable though, as the job requires: a 4-year degree, 5 years experience, plus experience in customer service.

Medical Marijuana Licensing Specialist

Highlights:

The Licensing Specialist(s) is responsible for reviewing all medical marijuana facility license applications, certifications, changes, and renewals. This position conducts thorough and detailed review of facility applications and licensing activities, as well as, performs investigations/audits to determine application compliance with Article XIV of the Missouri Constitution, requirements and rules. This position is responsible for monitoring the seed to sale tracking systems and for reporting and detailed analysis of program information. Facility licensing staff will answer inquiries about each of these areas and support compliance and investigative staff. This position reports to the Licensing Manager within Facility Licensing & Compliance Section.

Job Description:

   
  • Reviewing business license/certification applications, including reviews of complicated ownership structures, background check results, and financial information for compliance with Article XIV and associated rules.
  • Ensuring license/certification applications, change request, and renewal applications are treated with consistency and in compliance with rules.
  • Meeting set goals and taking corrective action as needed.
  • Developing and strengthening licensing functions through continuous process improvement.
  • Responding to inquiries from applicants and facilities in regards to their applications, certifications, changes and renewals.
  • Analyzing data to identify trends in facility application and licensing, possible facility infractions and compile data for inspector’s use in inspections and investigations.
  • Escalating application, license and legal issues to the Licensing Manager for resolution.
  • Supporting the overall success of the Medical Marijuana Regulatory Program, including drafting communications and FAQs, recommending policy or procedure changes, tracking progress and developing reports.
  • Monitoring contracts and agreements through reports and system verifications, including review and analysis of information in the statewide track and trace system.
  • Serving as a subject matter expert for medical marijuana facility application, licensing and certification processes.
  • Assisting with overseeing the third party scoring process of facility applications.
  • Collaborating with Inspectors and other program staff, agencies and entities to ensure compliance, as well as, customer service for all facilities.
  • Performing related or similar duties as required or assigned.

Knowledge, Skills, and Abilities:

  • Demonstrated knowledge and experience in licensing, regulation, compliance, or investigatory techniques.
  • Demonstrated skills in auditing or investigations dealing with legal entity structures, finances and business acumen.
  • Experience in contract development and tracking adherence to the terms of the contract through reports and analytics.
  • Demonstrated high level of organizational skills, timeliness and accuracy.
  • Strong interpersonal skills and ability to effectively communicate with department officials, facility owners, and staff.
  • Experience with technology tools.
  • Demonstrate the ability to analyze complex information and develop reports and communicate findings and solutions.
  • Experience in customer service and handling difficult customers.
  • Demonstrate ability to learn and apply rules and regulations to work processes.
  • Ability to accept and manage change and achieve results.
  • Ability to develop short and long-term plans that meet established objectives and contribute to the overall goals and mission of the program.
  • Ability to learn and adapt to new technology systems.
  • Ability to develop and utilize GIS information for data analysis.
  • Experience in developing policies and procedures.

Qualifications:

This is currently an Unclassified Position within the Department of Health and Senior Services, Medical Marijuana Regulatory Program. A successful candidate will be required to meet the requirements of this position.

Minimum Qualifications

  • A bachelor’s degree from an accredited college or university with a degree in the following: Public Administration; Business Administration, including Accounting and Auditing; Law; Criminal Justice; or other closely related field; and
  • Five (5) or more years of civil, criminal, administrative, compliance, or regulatory investigation (non-clerical), auditing or legal entity structure experience preferred.
