Metrc issues support bulletin on production batch creation

Missouri cannabis operators were alerted to a new Metrc support bulletin earlier this month, outlining updated guidance on the creation of production batches within the state’s seed-to-sale tracking system. The Division of Cannabis Regulation (DCR) followed up this week with a notice to licensees, ensuring awareness and compliance with the new procedures.

The Metrc support bulletin, distributed on February 10, 2025, provides a step-by-step guide to creating production batches, detailing when and how the production batch indicator should be used. According to the bulletin, operators are required to utilize the indicator whenever:

  • a marijuana product undergoes a physical or chemical change
  • the item category changes
  • multiple item categories are combined
  • any ingredient, additive, lipid, flavoring, or terpene is added to an item

The bulletin includes a limited list of examples where the production batch indicator should be applied, such as:

  • transforming bud/flower into shake/trim
  • converting flower or trim into pre-rolls
  • processing flower or trim into a concentrate or extract
  • creating infused products from concentrates/extracts
  • manufacturing vape cartridges
  • adding non-marijuana ingredients to an existing cannabis product

A key point emphasized in the bulletin is that production yields should not be estimated at the time of package creation.

Instead, the system requires licensees to record exact inventory weights or counts at the time the new package tag is created. For example, when manufacturing infused beverages, operators cannot list an anticipated production amount on the package and later adjust inventory through package adjustments. Instead, production batch tags must be generated after the actual yield is determined.
